The USDA Animal Plant Health Inspection Services (“APHIS”) Station is a 21,552 square foot one-story building situated on 3.65 acres less than five (5) miles from SFO International Airport. Completed as a build-to-suit (“BTS”) in May 2019, the facility is leased to the United States government through May 15, 2039.
Post-award, the site posed extraordinary environmental and land use restrictions challenges, and project construction depended on the successful negotiation of extensive conditions of approval mandated by the City of South San Francisco. The site is a former burn dump, a condition which triggered extensive and protracted federal and state "clean up" regulations including soil testing and groundwater well monitoring-to-closure requirements. Despite the environmental, civic and land use challenges, SMPO completed the 21,552 sq ft facility ahead of schedule, to agency satisfaction, and with the incorporation of various agency modifications requested during the construction phase.
